New Town Development Issues and Future Research as an Eco-city Worth Seeing in Environmental Value Theory - Bun-dang, Sang-am, Dong-tan2 Center -

Together with remarkable economic growth, Korea has seen rapid urbanization, and this urbanization process has contributed to environmental deterioration, especially due to concentrated development of new towns in the Seoul Metropolitan Area. The Korean government recognized the problem of environmental degradation, but the position of government's urban development policies have been ambiguous. So this study will first examine existing environmental indicators of international and national organizations to use as analytical framework for this study. The analytical indicator framework criterias is then sorted into 3 main ecological perspectives so that we can use it to see the direction of environmental development between technocentrist, anthropocentrist and ecocentrist perspectives. The criterias of analytical framework is then used to set minimum standards by taking OECD city average which is then compared with ecological city examples so that we can see the gap between OECD average cities and ecological cities. Taking the analytical framework we then analysed Korean new towns, Bundang, Sangam and Dongtan2 which have been planned over 3 different decades from 1980s to 2000s to see the trend in Korea's new town development policies in terms of ecological aspects. For sustainable development, we conclude that ecological value perspective as well as quantitative standards are both important from the policy and plan making stage.
