Abstract

The use of laser medical devices by Korean medicine doctors has deep historical roots and has consistently been recognized by judicial and administrative authorities as a legitimate medical practice within their licensed scope. However, there has been a lack of comprehensive research that chronologically reviews the trends in such national institutional decisions. Accordingly, this study analyzed legal and administrative precedents, ranging from administrative interpretation in 1987 to multiple police decisions up to 2025-2026. The review reveals that national authorities have consistently maintained a stance that the use of laser medical devices by Korean medicine doctors cannot be prohibited. Such a consistent judicial trend is understood as the precise application of established legal principles, encompassing the curriculum of colleges of Korean medicine, academic foundations, and potential health risks, to actual clinical and investigative fields.
