A Study on the Branch Establishment Planning of National Library (국가도서관 지역분관 건립계획에 관한 연구)

  • A national library is a library specifically established and administrated by the government of a nation to serve as the repository of knowledge and information for that country. National libraries are generally a county's designated national repository, collecting literature Published in the country, in the language of the country, or about the country they represent. In case of advanced countries, national libraries have more than one branches at many different locations. Its system is called the distributed national library system. But the National Library of Korea maintains a centralized library system located in Seoul. This research which it tries to pay attention in this problem Point extracted a logical ground and suggested the mid-long term basic plan(S-shaved Branch Library Project) for a National Library of Korea to convert and reconstruct from centralized system to centralized-distributed system.

An Improved Model of the Organizational Structure for National University Libraries in Korea (대학도서관 조직구조의 개선모형연구)

  • This study aims to present an improved model of the organizational structure for national university libraries in Korea. The results of this study are as follows : 1. A small scale library serving to a population of less than 15,000 should be organized with a staff of 50-60 persons, 3 departments and 10-13 sections (3 departments and 9-12 sections of central library + 1 section of branch library) 2. A medium scale library serving to 15,000-25,000 population should be organized with a staff of 80-120 persons, an associate librarian, 5-6 departments and 18-21 sections (4-5 departments and 15-18 sections of central library + 1 department and 3 sections of branch library) 3. A large scale library serving to a population of over 25,000 should be organized with a staff of 140-170 persons, an associate librarian, 7-8 departments and 25-28 sections (5-6 department and 20-21 sections of central library + 2 departments and 6 sections of branch libraries)

  • The purpose of this research is to analyze the logical and legal basis for the development of new branch libraries of the National Library of Korea(NLK) and then to propose the strategic direction of planning the branch(es) as an appropriate model for the future delivery of NLK services. In this research, it is emphasized that the branch(es) of the NLK should not be perceived as "another large public library, " but rather be planned to help consolidate and expand the basic roles of the NLK and reinforce its identity as a national library. In addition, it is recommended that the branch(es) should be located outside the Seoul Metropolitan area to facilitate the services to the larger public, and some programs and activities for the underprivileged and the multi-cultural families in our society as well.

  • The purpose of this research is to propose the mediumand long term plan for the development of new branch libraries of the National Library of Korea. As the most appropriate strategic direction of planning the branches, proposed is the "bipolar and multidirectional" model which means the establishment of the only one branch library of the National Library of Korea and then, if necessary, more than one national libraries later. In this research, it is suggested that the National Library of Korea as a national library take a leading role for the development of nationwide library system, develop a sustainable medium- and long-term plan for securing the appropriate budget, human resources, and legal support, and help all kinds of libraries improve the level of services.

  • This study aims at suggesting mid- and long-term development plan (vision, core values, strategic goals and functional performances, major tasks and detailed action plans for each strategy, organizational and human resources management, shared responsibility with the National Library of Korea which is main library in collection and services of policy information, and cooperation and collaborative exchange programs) for the National Library of Korea, Sejong. This study is based on the appropriateness that the library should enhance its visibility through focusing on the role as the specialized library in charge of public policy information services if it wished to ensure the identity of a branch of the National library of Korea for the comprehensive collection, preservation, and nationwide services of public policy information.

An Analysis of National Library System of the Major Advanced Countries (주요 선진국의 국가도서관시스템 분석)

  • National libraries are responsible for collecting all publications issued in their respective countries. But national libraries vary widely in their origins and functions. In one or another form they are found in more than a hundred countries. The purpose of this paper is to suggest the backgrounds and theoretical informations to restructuring the completely centralized organizational framework of National Library of Korea. In order to achieve this goal. the national library systems of four culturally advanced countries, that is, British Library, Die Deutsche Bibliothek, Bibliotheque nationale de France, National Diet Library are analysed with respect to the grounds of main library, regional libraries. departmental or subject libraries, branch libraries, and their mutual relation.

A Study on the Acceptance and Controversy of Word Library in Korea: Focusing on the Busan Library of the Nihon Kodo-kai (한국의 도서관 명칭 수용 및 쟁점 연구 - 일본홍도회 부산포지회 도서실을 중심으로 -)

  • The history of modern libraries in Korea is less than 150 years. Nevertheless, there are various issues about when the word library appeared, how it was transformed, and the name and overall appearance of the library opened by the Busanpo branch of the Nihon Kodo-kai during the enlightenment period. Therefore, this study analyzed and argued many issues. As a result, it was found that the word library appeared in poetry collections, tombstones, and diaries from the early Joseon dynasty. Although it was widely held that the library was first introduced by Yu Gil-jun's 「Seoyugyeonmun, 1895」, it appeared in Lee Hun-young's 「Iisajipryak」 and was also introduced in 「Hanseongsunbo, 1884」. And the first name given to the facility was Kodo library, which was opened by the Busanpo branch on October 10, 1901. Book club, reading club (library), Busan(Busan district) library, Kodo bookstore, Kodo-kai library, etc. which are described in many documents are all errors. The location of the library was a temporary house on a leased site in Seosanhajeong of Yongdusan mountain. And it is presumed that it has secured about one room and 1,000 Japanese and Western books, and provided fee-based services to Japanese residents. Although the Kodo library is not the first public library established by a Korean, it is undeniable that it was the first public library to exist in Korea. Therefore, when defining the character of the Kodo library, it is necessary to have a coolness and discernment beyond national emotions, historical conflicts, and ideological frames.

Performance Improvement and Power Consumption Reduction of an Embedded RISC Core

  • This paper presents a branch prediction algorithm and a 4-way set-associative cache for performance improvement of an embedded RISC core and a clock-gating algorithm with observability don’t care (ODC) operation to reduce the power consumption of the core. The branch prediction algorithm has a structure using a branch target buffer (BTB) and 4-way set associative cache that has a lower miss rate than a direct-mapped cache. Pseudo-least recently used (LRU) policy is used for reducing the number of LRU bits. The clock-gating algorithm reduces dynamic power consumption. As a result of estimation of the performance and the dynamic power, the performance of the OpenRISC core applied to the proposed architecture is improved about 29% and the dynamic power of the core with the Chartered 0.18 ${\mu}m$ technology library is reduced by 16%.

A Study on Policy Information Development Strategies for a National Library: with a Special Reference to National Library of Korea, Sejong Collection Development Policy (국가도서관 정책정보 개발 전략 연구 - 국립세종도서관 장서개발정책을 중심으로 -)

  • The National Library of Korea, Sejong plays a central role in maximizing the development and provision of policy information services in Korea. In order to perform its functions, systematic and practical strategies for policy information development are essential. Besides, in order to establish the identity of the National Library of Korea, Sejong as a specialized library of policy information services and to maximize the capacity, the development strategies for policy information needs to be suggested. This study, in this regard, propose strategies for the development of policy information collection. Specifically, we suggest that both guidelines of collection development policy for general collection, and practical guidelines of collection development specific to policy information.

Breast Mass Classification using the Fundamental Deep Learning Approach: To build the optimal model applying various methods that influence the performance of CNN

  • Deep learning enables machines to have perception and can potentially outperform humans in the medical field. It can save a lot of time and reduce human error by detecting certain patterns from medical images without being trained. The main goal of this paper is to build the optimal model for breast mass classification by applying various methods that influence the performance of Convolutional Neural Network (CNN). Google's newly developed software library Tensorflow was used to build CNN and the mammogram dataset used in this study was obtained from 340 breast cancer cases. The best classification performance we achieved was an accuracy of 0.887, sensitivity of 0.903, and specificity of 0.869 for normal tissue versus malignant mass classification with augmented data, more convolutional filters, and ADAM optimizer. A limitation of this method, however, was that it only considered malignant masses which are relatively easier to classify than benign masses. Therefore, further studies are required in order to properly classify any given data for medical uses.
