Data Governance 정량평가 모델 개발방법의 제안 (A Quantitative Assessment Model for Data Governance)

  • Managing the quantitative measurement of the data control activities in enterprise wide is important to secure management of data governance. However, research on data governance is limited to concept definitions and components, and data governance research on evaluation models is lacking. In this study, we developed a model of quantitative assessment for data governance including the assessment area, evaluation index and evaluation matrix. We also, proposed a method of developing the model of quantitative assessment for data governance. For this purpose, we used previous studies and expert opinion analysis such as the Delphi technique, KJ method in this paper. This study contributes to literature by developing a quantitative evaluation model for data governance at the early stage of the study. This paper can be used for the base line data in objective evidence of performance in the companies and agencies of operating data governance.

Data Governance 구성요소 개발과 중요도 분석 (Component Development and Importance Weight Analysis of Data Governance)

  • Data are important in an organization because they are used in making decisions and obtaining insights. Furthermore, given the increasing importance of data in modern society, data governance should be requested to increase an organization's competitive power. However, data governance concepts have caused confusion because of the myriad of guidelines proposed by related institutions and researchers. In this study, we re-established the concept of ambiguous data governance and derived the top-level components by analyzing previous research. This study identified the components of data governance and quantitatively analyzed the relation between these components by using DEMATEL and context analysis techniques that are often used to solve complex problems. Three higher components (data compliance management, data quality management, and data organization management) and 13 lower components are derived as data governance components. Furthermore, importance analysis shows that data quality management, data compliance management, and data organization management are the top components of data governance in order of priority. This study can be used as a basis for presenting standards or establishing concepts of data governance.

데이터 거버넌스 수준평가 모델 개발의 제안 (A Level Evaluation Model for Data Governance)

  • The purpose of this paper is to develop a model of level evaluation for data governance that can diagnose and verify level of insufficient part of operating data governance. We expanded the previous study related on attribute indices of data governance and developed a level model of evaluation and items. The model of level evaluation for data governance is the level of evaluation and has items of 400 components. We used previous studies and expert opinion analysis such as the Delphi technique, KJ method in this paper. This study contributes to literature by developing a level evaluation model for data governance at the early phase. This paper will be used for the base line data in objective evidence of performance in the companies and agencies of operating data governance.

Data Design Strategy for Data Governance Applied to Customer Relationship Management

  • Nowadays, many companies are striving to turn customer value into business value. Customer Relationship Management is a management system that develops effective and efficient marketing strategies by classifying customers in detail based on their information, i.e. databases, and consists of various information technologies. To implement this management system, a customer integration database must be established, and customer characteristics (buying behavior, preferences, etc.) must be analyzed with the databases established and the behavior of each customer must be predicted. This study aims to systematically manage a large amount of customer data generated by companies that apply Customer Relationship Management, in order to develop data design and data governance strategies that should be considered to increase customer value and even company value. We mainly looked at the characteristics of customer relationship management and data governance, and then explored the link between the field of customer relationship management and data governance. In addition, we have developed a data strategy that companies need to perform data governance for customer relationship management.

  • 데이터 거버넌스는 연구초기 단계의 영역이므로 개념정의와 구성요소 정립에 연구가 집중되어 있다. 그러나 데이터 거버넌스의 도입에 대한 의사결정을 돕기 위해서 데이터 거버넌스의 평가에 관한 연구 또한 필요하다. 본 연구는 데이터 거버넌스 프레임워크에서 데이터 거버넌스를 평가하기 위한 속성지표에 관한 연구이다. 이를 위하여 RGT와 Laddering기법을 적용하여 전문가 인터뷰를 실시하였고, 이 결과를 제3자 차원의 검증을 위해서 설문과 통계적인 검증분석을 실시하였다. 통계적인 분석에는 크론바하 알파 계수, MANOVA, 상관분석을 실시하였다. 이를 통해서 데이터 거버넌스 속성지표를 데이터 통제영역에는 8개의 속성지표, 데이터 품질영역에 16개의 속성지표, 데이터 조직영역에 7개의 속성지표를 도출하였다. 또한 AHP기법을 적용하여 속성지표의 가중치와 우선순위를 선별하였다. 이 연구결과는 데이터 거버넌스의 개념정립과 구성요소의 명확한 이해 및 기업의 거버넌스 도입과 운영의 기초자료로 활용될 것이다.

  • Purpose: In this paper, we will discuss 1) prioritizing databases to be integrated; 2) which data elements should be emphasized in federated database integration; and 3) the degree of efficiency in the integration. This paper aims to lay the groundwork for building data governance by presenting guidelines for database integration using metrics to identify and evaluate the capabilities of the UK's air quality databases. Methods: This paper intends to perform relative efficiency analysis using Data Envelope Analysis among the multi-criteria decision-making methods. In federated database integration, it is important to identify databases with high integration efficiency when prioritizing databases to be integrated. Results: The outcome of this paper aims not to present performance indicators for the implementation and evaluation of data governance, but rather to discuss what criteria should be used when performing 'federated integration'. Using Data Envelope Analysis in the process of implementing intelligent data governance, authors will establish and present practical strategies to discover databases with high integration efficiency. Conclusion: Through this study, it was possible to establish internal guidelines from an integrated point of view of data governance. The flexiblity of the federated database integration under the practice of the data governance, makes it possible to integrate databases quickly, easily, and effectively. By utilizing the guidelines presented in this study, authors anticipate that the process of integrating multiple databases, including the air quality databases, will evolve into the intelligent data governance based on the federated database integration when establishing the data governance practice in the railway industry.

The Effects of Governance on Remittances: Evidence from Cross-Country Panel Data

  • Purpose - This paper empirically investigates the relationship between country governance quality and worker remittances from foreign countries. Because remittances can be a source of funds for economic development and smoothing economic crises in developing countries, the related topic has been a concern for policy-makers and academic researchers. This paper divides the motives of remittances into altruistic and investment motives through existing papers, and then considers the governance quality the remittance receiving country as one of the determinants of remittances. Design/methodology - Our empirical model considers whether governance quality can affect the volume of remittances, and uses altruistic and investment factors studied in the literature. To do this, a two-step approach is taken. First, the panel data are examined via pooled OLS, random effects, and Tobit estimation. Second, the paper reduces six governance indicators into one variable, Governance, using the principal component technique (PCA) for a robustness check. Findings - The main findings can be summarized as follows. The negative governance variable in the estimation results shows a lower governance quality that induces workers to send savings to their home countries. This means that a country with poor governance quality seems to have more remittance inflows from abroad. It also reveals that poor governance quality is more relevant to an altruistic motive rather than an investment motive, in general. The positive per capita GDP variable shows the investment motive for developed countries. Originality/value - Existing papers have focused on various factors related to the motives of remittances. However, governance quality effects on remittance inflows have not been fully studied so far. This paper considers governance quality in an estimation equation explicitly as one of the determinants of remittances. This area of study is needed, in theory and empirically, in order to fully understand the relationship between governance and remittances.

Corporate Governance and Firm Performance: An Empirical Study from Indonesian Manufacturing Firms

  • The use of different proxies to measure good corporate governance (GCG) may be a probable cause of the mixed results. Therefore, the application of a new single measure to enhance comparable empirical studies is required. The purpose of this study is to examine the relationship between corporate governance and firm's performance. This study involved all manufacturing companies listed on the Indonesia Stock Exchange (IDX) from 2014 to 2016 through purposive sampling with specific criteria. out of 144 qualified companies, 110 companies could be processed because of completed data in the form of financial information from their financial statements during the research period. The data were obtained from the official websites of IDX. This study applies a new measure of the corporate governance: the efficiency of the GCG. The corporate governance is calculated by relating inputs of components of the corporate governance and outputs of sales, assets and firm equity capital. By using financial data from firms listed on the Indonesian Capital Market, this study finds that the corporate governance significantly improved firm's performance. More importantly, the study confirms and supports the new single measure of the GCG. This result is very important to avoid dealing with different indicators of the corporate governance.

The significance of proxies for agency costs under different governance approaches

  • This study examines the impact different proxies of agency costs have on companies under different governance approaches. The two specific proxies of agency costs used include: (i) the ratio of operating expenses to annual sales; and (ii) the ratio of annual sales to total assets. Our study is based on earlier works of Ang et al. (2000) and Fleming et al. (2005). A comparison of results for small unlisted companies both in US and Australia indicate that agency cost measures have statistically: (1) different result under rule-based governance mechanisms; and (2) the same results under principle-based governance mechanisms. Our findings support the view that the effectiveness different measures of agency cost is dependent on country specific governance facto as well as on the governance approaches adopted. Our results offer insights to both practitioners and policy makers regarding the usefulness of different proxies of agency costs when companies adopt principle-based corporate governance approaches versus rule-based approaches.

  • Data-driven markets depend on access to data as a resource for products and services. Since the quality of information that can be drawn from data increases with the available amount and quality of the data, businesses involved in the data economy have a great interest in accessing data from other market players and sharing data with other stakeholders. Despite the growing need for access to data and evidence of the economic and social benefits, data access and sharing remains below its potential. Individuals, businesses, and governments often face barriers to data access, which may be compounded by the reluctance to share, including within and across sectors. To address these challenges, this paper focuses on finding possible solutions for a better data-sharing economy. This paper 1) Discusses opportunities and challenges of open data and the data-sharing economy, limitations of private sector data, and issues with open government data. 2) Introduces open government data initiatives and open governance networks initiatives. 3) Suggests possible solutions, including the governance and management, the legal and policy frameworks, and the technical standards for open data with proposing an open data governance model for the data-sharing economy.
