An Investigation into the Actual Condition of Electrical Equipments Installation and Management for Application to IEC60364 in Korea (국제 건축전기설비기준(IEC60364)의 국내 적용 실태조사)

  • In this paper an Investigation into the actual condition of electrical equipments installation & management and check the problem of application to IEC60364 in korea construction by the electrical installation technical regulation. building equipments by the electrical installation technical regulation are almost same TT system but the electrical installation technical regulation does not contact with protective conductor(PE conductor). This study derive a problem and resent the solving method of problem causing does not fully understand of IEC60364, mix electrical installation technical regulation and IEC60364 by the actual condition of electrical equipments installation & management in korea.

  • In this paper an Investigation into the actual condition of electrical equipment installation for the inspection method development based on IEC 60364. The analysis objects are the difference between electrical equipments installation in korea & electrical equipments installation based on the IEC 60364. The measurement elements are loop impedance, operating characteristic of circuit breaker and protective conductor continuance. As a result, the korea electrical equipments installation was almost same the TT system but some different of protective conductor continuance. Electrical equipments installed TN-C-S has noting problem about installation but manager dose not understand about IEC 60364.

  • 인체감전보호의 기본안전사항을 규정하는 IEC 60479, IEC 61140은 KS표준으로 이미 도입되었다. 특히 IEC 60364는 KS표준뿐만 아니라 전기설비기술기준의 판단기준에도 도입하여 적용하고 있다. IEC 60364에서 규정하고 있는 감전에 대한 보호원칙은 IEC 60479, IEC 61140에서 규정하는 기본개념을 기초로 한 것으로써, 이 표준들 간에 보호개념의 친숙화가 필요하다.

  • 기술기준의 선진화 및 국제표준화가 요구됨에 따라 현행 기준과 규정 등에 국제표준(IEC)을 도입하여 적용하고 있다. 감전보호 관련 국제표준인 IEC 60364-4-41(감전에 대한 보호), IEC 60479(인체와 가축에 대한 전류의 영향), IEC 61140(감전보호), IEC 61201(규약 접촉 전압 한계의 이용)는 이미 국내에 도입되어 전기설비에 적용되고 있다. 감전보호 관련 국제표준(IEC)에서 이론적 개념과 실험데이터를 종합적으로 정리하여 설비에 적용할 수 있도록 규정을 하고 있는 표준이 IEC 60364-4-41이다. 이러한 IEC 60364-4-41은 국내표준과의 차이점 등으로 인해 현장에서 사용하는데 많은 어려움이 있다. 따라서 IEC 60364-4-41의 원활한 적용을 위해서는 이러한 문제점 및 해결책을 파악하고, 필요한 개선사항 등을 연구할 필요가 있다.

  • As global trade system transferred GATT into WTO, the harmonization of technological standards, certification, construction, testing is the trend of world. This drift is based on WTO / TBT agreement coming. In effect after 12th, April, 1979. For Korea, the distribution system has a strong resemblance to American system so that engineers are confused in adopting standards. IEC60364 and NEC are in part similar but unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This thesis deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. It serves as a guide how to apply standards when engineers select electrical installations.

  • A conductor has been produced according to IEC standard and low voltage electrical facility has been installed according to IEC 60364. So we must comply with international standard for design, construction and inspection. But because of many related and varied standards, it is difficult to apply to design and inspect for electrical equipment. We researched the necessity of design guide which is detailed and systematization from survey. For detailed design guide, we suggest calculation method of protective conductor cross-sectional area at TN-S system according to BS 7671 regulation and KS C IEC 60364 standard.

  • The authors have studied on the application of IEC 60364-4-44 to Korean electrical installations of buildings from 2004 sponsored by Korean ministry of commerce, industry and energy and the test field is established in K.E.R.I. (Korea Electrotechnology Research Institute). This paper presents the summary results of establishment of test field and analysis for the application of IEC 60364 in Korea. IEC 60364-4-44 provides rules for the protection against the effects of conducted and radiated disturbances on electrical installations. Especially this standard deals with the protection of low voltage facility against the ground fault in the high voltage side of power distribution system. Many countries define the regulations on the use and production of electrical facilities based on their own power system and technical references which are considered to be suitable for them. The background of circuit of IEC 60364-4-44 is based on the ungrounded system as most of European countries. However, since Korean electric power distribution system is based on multi-grounding system different from European system, it is necessary to evaluate or prove the effect of the IEC 60364-4-44 for introducing and applying it to the domestic grounding system as a Korean standard. This paper presents the establishment of test field to get background data to introduce the IEC 60364-4-44 and to evaluate the standard is applicable to domestic rule for the protection against ground fault through the related test

  • This paper describes the analysis of loop impedance characteristics by impedance alteration of protective conductors and operating characteristics of electric leakage circuit breaker by each earth systems(TT system, TN-S system and TN-C system) in IEC 60364. As a result, loop Impedance was affected by resistance & inductance. The current& voltage characteristics about earth system were identified that the TN-S system was high fault current & low touch voltage. TN-C system was almost same the TN-S system but TT system was low fault current & high touch voltage.

  • This paper presents the final configuration of test field and test items for the application of IEC 60364-4-44 in Korea. IEC 60364-4-44 provides rules for the protection against the effects of conducted and radiated disturbances on electrical installations. Especially this standard deals with the protection of low voltage facility against the ground fault in the high voltage side of power distribution system. However, domestic electric power distribution system is based on multi-grounding system different from European system. Therefore, it is necessary to evaluate or prove the effect of the IEC 60364-4-44 for introducing and applying it to the domestic grounding system as a national standard. The authors with KEA(Korea Electric Association) carried out a project on the application of IEC 60364-4-44 to Korean electrical installations of buildings sponsored by Korean ministry of commerce, industry and energy for three years(2004.4.1$\sim$2007.3.31). The test field is established in K.E.R.I.(Korea Electrotechnology Research Institute), which is the purpose of evaluating the formula to calculate touch voltage and stress voltage in the IEC standards. This paper presents some considerations and final configuration of test field to evaluate and introduce the IEC 60364-4-44 applicable to domestic rule for the protection against ground fault.
