  • To investigate the effective scheme to secure the specialized instructors in the governmental officials training facilities, the authors made a survey on the opinion concerning the dispatching service system of officials as instructors to the Fisheries Officials Training Institute on the fisheries specialized officials in the Fisheries Agency and its affiliated organization. The obtained results can be summarized as follows : 1. The exiting personnel management system has a lot of difficulties to secure the specialized instructors. Even though the difficulties may be solved by inviting part-time instructors to some extent, it is remote from the goal. The active utilization of dispatching service system of specialized officials to the Institute as instructors during the limited term will be effective rather than re-arrangement of personnel system or amendment of laws and ordinances to secure the specialized instructors. 2. The response of specialized officials who are objected in the present survey on the dispatching service system to the Institute appeared to be affirmative considerably, and then the dispatching service system may be expected of high efficiency in its realization.

The Effects of Job Characteristics and Organizational Commitment on Job Satisfaction of Public Health Center Officials in rural area: Comparison with other job series officials (일개 군 지역 보건소 공무원의 직무특성과 조직몰입이 직무만족에 미치는 영향: 다른 직렬 공무원과 비교)

  • Objectives: The purpose of this study was to identify factors affecting job satisfaction of Public Health Center Officials in rural area. Methods: The 345 survey samples were divided into public health center officials(n=56) and other serial officials(n=289). Data were analyzed with 𝑥2, two sample t-test and regression analysis. Results: First, public health center officials showed a significantly higher job commitment and job satisfaction than other serial civil officials. Second, public health center officials showed the effect of only job commitment on job satisfaction whereas other serial civil officials showed the effect of both job characteristics and job commitment on job satisfaction Conclusion: In order to increase of job satisfaction and provide health education services to the community, it was necessary to improve of motivation and working condition of public health officials.

  • This study was conducted to explain the capacity building policy of local public officials. Especially, it is to derive the policy task that can increase the efficiency within the limit of limited resources. The results of the study are as follows. First, local government officials' job management was the most important policy task in the largest framework to strengthen the capacity of local public officials. Next, the evaluation was in the order of recruitment management of local public officials and personnel management of local public officials. Second, the results of the evaluation of detailed policies. Among the local government officials 'job management, the introduction of the local government officials' rest period was evaluated as the most important. Regarding recruitment management of local public officials, reform of the public official exam courses was evaluated as the most important. In the personnel management of the local public officials, the job training of the elected officials was the most important. The results of this study will help to explain the policy development for strengthening the capacity of local public officials in realistic aspect. In order to strengthen the capacity of local public servants in future, it is necessary to analyze the measurement variables more.

Comparison of Job Stress, Quality of Life Scale and Health Promotion Behaviors in Public Health Officials and General Administration Officials (보건직 공무원과 행정직 공무원의 직무 스트레스, 건강증진행위와 삶의 질 비교)

  • Purpose: The purpose of this study was to compare the job stress, health promotion behaviors and quality of life between public health officials and general administration officials. Methods: Subjects were 60 public health officials and 71 general administration officials in G-City in Korea. Data were collected from January 25 to February 5, 2016 through self-administered questionnaires and analyzed t-test and Pearson's correlation coefficients. Results: Job stress (t=4.060 p<.001) and quality of life (t=3.963, p=.025) were significantly different between public health officials and general administration ones, while health promotion behaviors were not significantly different between these two official groups (t=0.394, p=.606) Conclusion: Results of this study suggested that it was necessary for public health officials to develop intervention program aimed at reducing job stress. Also, it would be effective to focus on improving health promotion behaviors and quality of life for them.

A Study of Design in Rank Badges for Old Chinese Military and Civil Officials

  • This report is a study of designs embroidered in rank badges of military and civil officials' uniform in old China. Rank badges, or Bo(補) in Chinese, which are attached to officials' uniform, are embroidered designs on the breast and the back for people to easily discern between military and civil officials as well as between higher ranking and lower ranking officials. Bo(補) was used for various social stratum including king, queen, king's brothers, prince, and princess. This study, however, is focused on design of Bo(補) attached to the uniform of military and civil officials. This study first started with the origin of Bo(補) design, woven symbols in patches on the breast and the back of Gibsa(集史)'s uniform during the Yuan(元) dynasty. Lastly, this study reviewed and analyzed design of Bo(補) for military and civil officials during the Ming(明) and Qing(淸) dynasties.

Legal review of public officials' leave of absence for law school enrollment training

  • It is not seen as discrimination based on reasonable grounds for the National Public Officials Act to discriminate between public officials entering general graduate schools and public officials entering law schools. The degree of discrimination cannot be said to be appropriate. Therefore, it is judged that it violates the principle of equality under Article 11 of the Constitution for the relevant laws and regulations to treat them differently by excluding those public officials who went to law schools from the application of the State Public Officials Act because the criteria for discrimination cannot be said to have a substantial relationship to realize its purpose. The degree of discrimination is not appropriate, so related laws and regulations are arbitrary legislation that discriminates against public officials entering law schools without reasonable reasons. Articles 71(2)3 and 72(6) of the National Public Officials Act and Article 90 of the Rules on the Appointment of Public Officials stipulate that public officials who want to go to "research institutions or educational institutions designated by the head of the central personnel agency" can use the training leave system. However, it is reasonable to assume that there is no reasonable basis for discrimination because it does not allow such benefits to public officials who wish to enter law schools. I think it is desirable to utilize a special admission system that allows students to enter night law school or to enter while working for a living.

A study on the Improvements of the Fire Officials' Employment (소방공무원 공개채용 시험과목 조정에 관한 연구)

  • The duty of fire officials are very complicated and various that a subject replacement for the fire officials' public examination for service is being required. The purpose of this study is to investigate the actual conditions of the fire officials' public employment system and find out current problems of it, to reconsider the speciality of the examination based on them, and to suggest a subject replacement for the examination to evaluate the duty accomplishment ability. This study presents not only assuring the speciality of fire officials but also the desirable plans to execute the Fire Relating Act effectively by replacing introduction of political science with fire service administration and adding the Fire Relation Law which is more connected on the local fire officials public written examination for service with duty.

Health Behaviors, Interpersonal/Organizational Health Environment, and Job Stress among Government Officials in Korea (공무원의 건강행동 및 개인 간.조직 차원의 건강환경과 직무스트레스의 관계)

  • Objectives: We aim to investigate association between health behavior, interpersonal/organizational environment and job stress among government officials. Methods: Through health examination and a survey, this cross sectional study investigated 543 government officials working at Central Government Complex in Seoul, Korea. Health behaviors included alcohol drinking, smoking, moderate exercise and food frequency. Interpersonal environment was measured by health behavior practices of significant others and social support for health promotion. And the measures of organizational environment included facilities for exercise, health related norms and health supportive organizational systems. Job stress was assessed by short version of Korean Occupational Stress Scale(KOSS). Results: The level of job stress among female officials was higher than that of male officials. Multivariate logistic model suggested that higher job stress in male officials was significantly associated with lower position(OR=0.267, p<.01) less grain intake(OR=0.642, p<.05), lower level of social support(OR=0.810, p<.01) and abdominal obesity(OR=2.407, p<.05). On the contrary, female officials' stress level was negatively associated with healthy organizational environment(OR=0.725, p<.05). Conclusions: It is suggested that addressing job stress require tailoring intervention by gender characteristics and integration of interpersonal and organizational level approaches.

A Structural Relationship among Emotional Leadership of Educational Administrative Officials' Superiors, Empowerment, and Job Satisfaction (교육행정공무원 상급자의 감성리더십, 임파워먼트, 직무만족 간의 구조 관계)

  • The purpose of this study is to examine structural relations between the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction. To attain the study goal, this researcher finally selected 368 educational administrative officials working in Gyeongsangbuk-do and conducted statistical analysis. Accordingly, this study has drawn the following detailed conclusions: First, there is statistically significant positive correlation among the subfactors of the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction. Second, it has been found that the hypothetical path model to explain the emotional leadership of educational administrative officials' superiors and subordinates' empowerment and job satisfaction is appropriate. In other words, among the goodness-of-fit indexes of the final study model, ${\chi}^2=203.657$ (p<.001), RMR equals .030, RMSEA is .093, GFI equals .910, and AGFI is .900. About its relative goodness-of-fit indexes, TLI equals .930, NFI is .933, CFI equals .948, and IFI is .949; therefore, all indexes have been found to be allowable. Third, emotional leadership of educational administrative officials' superiors have had this influence directly on job satisfaction. But, the total influence of the emotional leadership of educational administrative officials' superiors on job satisfaction is smaller than that on job satisfaction with the mediation of subordinates' empowerment.

A Study on Cheollik, the Military Officials' Clothes, in the Joseon Dynasty (조선시대무관(朝鮮時代武官)의 철릭[帖裏] 연구)

  • Even though Joseon Dynasty strictly identified between military and civil officials, the dress and its ornament have been studied only based on embroidery emblems that are correctly identified between military and civil officials. Thus, this study intends to research the features of the only military officials uniform, Cheollik, different from the civil officials's identifying them with other features shown from the records, unearthed relics, stone statue, Joseon-tongsinsa-haengnyeoldo(Illustration of Joseon Delegation to Japan), etc., and its results are as follows: First, for wearing examples of the military officials, from the facts that they had worn mainly ordinary clothes, etc. on announcement of military service examination. There was no difference between military and civil officials's clothes by Daejeonhusokrok and the other documents, and there was an assertion that the form of the military and civil officials's clothes should be different by the document, Hongjejeonseo, in the latter term of the Joseon Dynasty. It is presumed that length, width and shape of sleeves might have been different. Second, unearthed Cheollik of the military officials are mostly from the 16th~17th centuries and most of them have removable sleeves according to statistics. The skirt had an opening and one or two slits. Various textiles were used. Third, military official statues of high governor wear small caps and helmets. They wear Cheollik with the collars same as the collar of Bangryeong and Jikryeong, which is also called Dopji Cheollik. It would be considered as they wear the Bangryeong on top of the Cheollik. Fourth, militarly officials described on the Joseon-tongsinsa-haengnyeoldo(Illustration of Joseon Delegation to Japan) wear Cheollik, Rip, Donggae, Okro, Hongsadae, Hwando, Deungchae.
