  • This paper introduces an implementation of SVC player which runs on Android platform and can play SVC video stream on line from SVC video server. SVC(Scalable Video Coding) is a scalable video encoding technique which supports three scalability such as temporal scalability, spatial scalability, and quality scalability. To implement the SVC player on Android, we implemented a SVC decoder using JSVM open source written in C/C++ as a native part on Android and developed Android UI in Java. Also we built an SVC encoding system off line and an SVC streaming server to conduct on-line SVC streaming experiments. Finally, after we installed the SVC player developed in this paper on Motoroi mobile phone, we evaluated and analyzed on-line streaming performance of the SVC player. The result showed that the player worked well and it had no jitter in streaming with the size of QCIF and 10fps from a fully encoded SVC video source.

  • This paper proposes the coordinated control of SVC and UTLC at the distribution substation to get larger operating margin of SVC for the voltage stability control by reactive power compensation. In the conventional method, ULTC doesn't respond to the variation of source voltage, so SVC has the entire responsibility for it. It could cause the lack of operating margin of SVC in some condition. It, however, is important to secure an operating margin for the dynamic stability control in emergancy. This paper proposes the coordinated control method that SVC controls the supply voltage and ULTC respond to the SVC compensation valve based on the relation between SVC compensation and ULTC tap position. The numerical simulation verifies that the proposed system could increase the operating margin of SVC compared with the conventional system.

  • In this paper, we present result of embedded system based H.264/SVC decoder circuit design and system implementation. To deal with the standardized H.264/SVC functionalities, the presented SVC decoder system is consist of hardware engine design and software with ARM core processor. In order to improve the feasibility and applicability, and reduce the decoder complexity, the implemented system is constructed with only the consideration of IPPP structure scalability without using the full B-picture architecture. Finally, we will show the decoding image result using the designed H.264/SVC decoder system.

  • In this paper, we propose a method of conditional access control for encrypted SVC(scalable video coding) bitstream. The main purpose of the proposition is to provide a SVC suitable encryption algorithm and a efficient method for conditional access control using encrypted SVC bitstream. We analyzed requirements for conditional access control of a SVC bitstream. And based on the analysis, we proposed encryption algorithm suitable for SVC bitstream and a method of conditional access control of the encryped bitstream. The proposed conditional access control for encrypted SVC bitstream is performed by bitsream extraction and selective decryption. We verified the usefulness of the proposed method through experiments.

  • Scalable Video Coding (SVC) extension of H.264/AVC is a new video coding standard for media convergence by providing diverse videos of different spatial-temporal-quality layers with a single bitstream. Recently, real-time SVC codecs are being developed for the application areas of surveillance video and mobile video, etc. This paper presents the design and implementation of a H.264/SVC decoder based on an embedded DSP using Open SVC Decoder (OSD) which is a real-time software decoder designed for the PC environment. The implementation consists of porting C code of the OSD software from PC to DSP environment, profiling the complexity performance of OSD with further optimization, and integrating the optimized decoder into the TI Davinci EVM (Evaluation Module). 50 QCIF/CIF frames or 15 SD frames per second can be decoded with the implemented DSP-based SVC decoder.

  • This paper deals with the design of multi-machine power system stabilizers (PSSs) and Static var compensator (SVC) using Modified shuffled frog leaping algorithm (MSFLA). The effectiveness of the proposed scheme for optimal setting of the PSSs and SVC controllers has been attended. The PSSs and SVC controllers designing is converted to an optimization problem in which the speed deviations between generators are involved. In order to compare the capability of PSS and SVC, they are designed independently once, and in a coordinated mode once again. The proposed method is applied on a multi-machine power system under different operating conditions and disturbances to confirm the effectiveness of it. The results of tuned PSS controller based on MSFLA (MSFLAPSS) and tuned SVC controller based on MSFLA (MSFLA SVC) are compared with the Strength pareto evolutionary algorithm (SPEA) and Particle swarm optimization (PSO) based optimized PSS and SVC through some performance to reveal its strong performance.

  • In this paper, we propose a novel algorithm to automatically generate an RTP timestamp value that is required for the RTP packetization in order to transmit SVC video over various If networks such as Internet. Unlike the conventional single layer coding algorithms such as H.263, MPEG-4 and H.264, SVC generates a multi-layered single bitstream which is composed of a base layer and one or more enhancement layers in order to simultaneously provide temporal, spatial, and SNR scalability. Especially, in order to provide temporal scalability based on hierarchical B-picture prediction structure, the encoding (or transmission) and display order of pictures in SVC coding is completely decoupled. Thus, the timestamp value to be specified at the header of each RTP packet in video transmission does not increase monotonically according to the display time instant of each picture. Until now, no method for automatically generating an RTP timestamp when SVC video is loaded in a RTP packet has teen introduced. In this paper, a novel automatic RTP timestamp generation method exploiting the TID (temporal ID) field of the SVC NAL unit header is proposed to accommodate the SVC video transmission.

  • Scalable video coding (SVC) has been standardized as an extension of the H.264/AVC standard. This paper proposes a practical real-time transport protocol (RTP) packetization scheme to transport SVC video over IP networks. In combined scalability of SVC, a coded picture of a base or scalable enhancement layer is produced as one or more video layers consisting of network abstraction layer (NAL) units. The SVC NAL unit header contains a (DID, TID, QID) field to identify the association of each SVC NAL unit with its scalable enhancement layer without parsing the payload part of the SVC NAL unit. In this paper, we utilize the (DID, TID, QID) information to derive hierarchical spatio-temporal relationship of the SVC NAL units. Based on the derivation using the (DID, TID, QID) field, we propose a practical RTP packetization scheme for generating single RTP sessions in unicast and multicast transport of SVC video. The experimental results indicate that the proposed packetization scheme can be efficiently applied to transport SVC video over IP networks with little induced delay, jitter, and computational load.

  • Statistical learning theory by Vapnik consists of support vector machine(SVM), support vector regression(SVR), and support vector clustering(SVC) for classification, regression, and clustering respectively. In this algorithms, SVC is good clustering algorithm using support vectors based on Gaussian kernel function. But, similar to SVM and SVR, SVC needs to determine kernel parameters and regularization constant optimally. In general, the parameters have been determined by the arts of researchers and grid search which is demanded computing time heavily. In this paper, we propose a differential evolution based SVC(DESVC) which combines differential evolution into SVC for efficient selection of kernel parameters and regularization constant. To verify improved performance of our DESVC, we make experiments using the data sets from UCI machine learning repository and simulation.
