Stakeholder Analysis on Korea's Trade Negotiation (한국 통상협상 국내 이해관계자 분석)

  • This study is to conduct a stakeholder analysis using Project Stakeholder Management Model established by US Project Management Institute (or PMI) in order to identify current stakeholder related to Korea's trade policy and to establish the stakeholder management process for Korea's trade negotiation. Project Stakeholder Management Model includes four stages such as identifying, planning, managing, and controling stakeholder. The stakeholder management process for Korea's trade negotiation classifies domestic stakeholder into two category; internal stakeholder and external stakeholder. This research suggests that Korea should invite consumer groups, labor unions, and farmer's association into the official communication channel of trade authority while unifying the current stakeholder management divisions and relevant advisory committees within the trade ministry.

Development of Stakeholder Analysis Framework for Collaborative Tourism development (협력적 관광개발을 위한 이해집단 분석틀 개발에 관한 연구)

  • Although tourism has been quite popular as development strategy, the outcomes may vary dependent upon managing stakeholders involved. Thus, stakeholder management has been the subject of growing research interests recently. Collaboration theory was suggested as an alternative to this question; however, collaboration theory may provide potential benefits, it lacks in consideration into stakeholder power relations. The purpose of this paper is two foleded. One is to examine critically collaboration theory in the context of tourism development, and address the necessity of stakeholder analysis framework, and the other is to provide the framework. This paper argues that careful analysis of stakeholders from diverse perspectives should be done in advance, and presents stakeholder analysis framework which consists of six analysis indicators: interest, perspective, power base(resource), involvement, influence, and legitimacy. The framework consists of three stages: (1) identifying stakeholder, (2) assessing stakeholder, and (3) establishing strategies. It is argued that the framework in this paper can be useful to analyze stakeholders and to set up strategy for more collaborative tourism development.

  • The interactions and interrelationships between stakeholders largely determine the overall performance of a construction project, and have the crucial responsibility for delivering a project to successful completion. An important component of stakeholder management is stakeholder analysis. Two case studies are conducted within Kerala (India). The main objective was to carry out stakeholder analysis using stakeholder organiser deluxe software, considering the data's collected from the project execution team using questionnaire. During data collection the key stakeholders were identified, to know how to manage them, their interest, power, attitude level etc, for quality improvement. Analyze the results using the software Stakeholder organizer deluxe and modeling of stakeholders is to be done. Finally validate the models of the projects. These findings may mainly reflect the stakeholder management environment in the respective regions of project implementation.

Stakeholder's Expectations in the National Space Exploration Enterprise (우리나라 우주개발사업에서 이해당사자(Stakeholder)의 기대조건)

  • Various stakeholder's expectations and constraints are to be efficiently resolved into a program consensus prior to the beginning of its substantial design processes. This study focuses on the analysis of the stakeholder's expectations in determining the design requirements at the initial stage of space exploration programs including Naro launcher and currently on-going KSLV-II program. Naro program seems to unilaterally account for the government expectations of accelerating program phase speed without making any efforts to converge various expectations from related sectors. The planning of Naro launcher is also found lack of the concept of operations (ConOps), which is of critical importance by envisaging the operational applications of end products. Similarities are found in KSLV-II program regarding the lack of implementation for stakeholder's expectations. Moreover, the government plan for KSLV-II disclosed without considering all expectations and other comments. The increase in design conflicts and program uncertainties would be unavoidable, if the government plan for KSLV-II would be insisted. It is required to modify the government plan and to establish the ConOps with the convergence of stakeholder's expectations at this early stage of the program.

  • Since quality assurance and enhancement (QAE) raises the fundamental issue of the survival of higher education institutions and national competitiveness, guides on quality assurance (QA) are popular both domestically and worldwide. Despite the focus in many countries on trying to establish and implement QA systems, no clear investigation has been conducted on what actually happens in the institutions. Therefore, the present study examines the quality control system of the UK at an institutional level by focusing on the case of Scotland QAE. As Scottish QAE especially emphasizes student engagement and quality culture, this study investigates the present QAE situation in the institution and current ideas for better future practices by analyzing the perceptions of internal stakeholders' from the University of Edinburgh, School of Education, based on the stakeholder theory and implications for other contexts. The stakeholder analysis results demonstrate the successful application of QAE with a high level of understanding and stakeholder interest. However, the current strategy is missing certain opportunities for staff and students. Therefore, further information disclosure, formative evaluation, better communication and administrational supports are required for improved practice.

  • This study aims to make a comparison of the attitudes between residents, officials and experts towards the rural landscape management polices. It is also designed to suggest the improvements to the rural landscape management policies. This study showed that there were differences in awareness of the rural landscape management polices depending on stakeholder who are residents, officials and experts and experienced groups of rural landscape projects. The directions of improvement of rural landscape policies are as follows: First, it's necessary that the various rural landscape management polices is made of considering the differences on the interest group's recognition. Second, the related rural landscape improvement programs should be implemented based on those plan. Third, the various programs which are to lead voluntary residents participation and to strengthen participant's capabilities have to be arranged to manage the rural landscape effectively.

Text Network Analysis of Korean Trade Stakeholder's Interactions - A Focus on the Trade Ministry and the Legislature (통상 이해관계자 간 상호작용 관련 텍스트 네트워크 분석(TNA) - 한국 통상부처와 입법부 관계를 중심으로)

  • This study aims at analyzing the interactions between two of the most significant trade stakeholders in Korea, the Trade Ministry and the Legislature, using text network analysis. Tackling seven Action and Plan Reports for Requests from Parliamentary Inspection released by the National Assembly, this paper conducts a topic modelling analysis, particularly focusing on the reports for the three trade-related institutes: the MOTIE headquarter, Korea Trade Insurance Corporation, Korea Trade and Investment Promotion Agency. According to the analysis, such traditional topics of the MOTIE as enterprise, industry, business, management, development were frequently appeared in the reports. Trade-related topics including export, trade, commerce, investment, overseas, domestic, dispute, cooperation, efficiency, negotiation, service, promotion were repeatedly shown. Lastly, a case study on 2019 Parliamentary Inspection Report showed specific trade-related topics and relevant contents that raised issues in that year. This analysis implies that the text data driven from the Parliamentary Inspection Reports between the MOTIE and the National Assembly, can be established as so called 'trade policy information system' which are valuable not only for the two but also the rest of the trade stakeholders in Korea.

  • Sports event is core product of sports business and the scale of sports event business is steadily increasing. For the successful operation of sports events, it is necessary to analyze the stackholder in stage according to the Function Area(FA) in the process of hosting / preparation / operation. This study is a study to define stakeholder by analyzing sports event process of sports events horizontally and vertically. This study consists of three categories : 1) investigation, 2) analysis and systematization of core processes, 3) analysis stakeholder. As a result of the analysis, the core stakeholders in the stage of hosting(bid) were analyzed as local organizations and committees including the promotion TF team, government organizations, domestic and foreign competition associations, national and international sports organizations (committees), and bid committees. Stakeholders in the stage of preparation / operation include stakeholders from organizational committees, various sports committees, international organizations and international organizations, governments and local governments, related companies and businesses, media, sponsors, donors or volunteers, athletes, teams and spectators.

An Alternative Methodology for Stakeholder Analysis in Rural Tourism Development - A Case Study of Social Network Analysis - (농촌관광개발 이해당사자 분석 방법론 - 사회연결망분석 사례 연구 -)

  • This study aimed to apply a methodological approach, 'social network analysis' to a case study for the understanding of relational structure among stakeholders related to green tourism development. By doing so, this study argued that it is important to identify stakeholder's network structure to help green tourism planners develop collaborative relationship among stakeholders. This study identified the stakeholders regarding a community-based festival development in the southern area of Korea, and investigated two types of networks among them: decision-making power relational and intimate network. Interviewer-administrated survey and in-depth interview were employed for data collection. The data was analyzed by SPSS (version 10.0) and Net-MinerII (version 2.5.0), and by constant comparison method. The result revealed that low different groups of the stakeholders were separated in the intimate networt and that the festival organizational body was not connected with other stakeholders in the decision-making power relational network. The existence of separated groups and weak relationship among the stakeholders appeared to relate to age-group differences, and different views on the festival between the stakeholders.

Quality Analysis of the Request for Proposals of Public Information Systems Project : System Operational Concept (공공정보화사업 제안요청서 품질분석 : 시스템 운영 개념을 중심으로)

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.
