한의사 가운 디자인 제안 (Proposal for the Design of the Oriental Medical Doctor's Gown)

  • Recently the status of oriental medicine in Korea has been more increased as the alternative medicine which overcome the limitations of western medicine. With the increased status, the development of the oriental medical doctor's gown which is distinguished from that of western medical doctor has been brought up among the oriental medical doctors' group since the middle of 1990. We carried out the former study to know the development's direction of the present oriental medical doctor's gown by the survey the requisites for the oriental medical doctor's gown which they want(OK Suh, 2002). We aim to propose the developed design of the oriental medical doctor's gown which meet their request and has honored tradition according to the data of the former survey. As the result of the production designing of the oriental medical doctor's gown considering tradition, practicality, appreciation of the beautiful etc., in our study, we could lead to distribute 800 gowns through the Association of Korean Oriental Medicine supporting by the brand of Amorepacific's Sulhasoo.

한양방협진에 대한 의료전문직의 태도 (Attitudes of Medical Professions towards the Cooperated Medical Treatments of Korean Oriental Medicine and Western Medicine)

  • A survey was practiced to the medical doctors of Je-Han Medical Center and Taegu Catholic Medical Center from November to December 2004. The collected data was analysed by the SPSS10+. The analysis of frequency, cross table, the difference of mean was practiced. The focus of the analysis was to find the difference of attitudes between Korean Oriental medical doctors and Western medical doctors. The results of the analysis showed that Korean Oriental medical doctors are more active to the cooperated medical treatments than Western medical doctors. They also have more experience. And both of Korean Oriental medical doctors and Western medical doctors agree to the necessity of the cooperated medical treatments. But the preferred combination pattern of Korean Oriental medicine and Western medicine was different between two medical groups. Korean Oriental medical doctors prefer the one to one combination pattern. But Western medical doctors prefer to Western medicine centered combination pattern. This study has limitations in sampling prcesss and sample size. But considering that the study of the cooperated medical treatments is few, this study has considerable medical sociological meaning.

이원적 의료체계에서 의사와 한의사의 과실판단 (The Criteria of Medical Malpractice of Medical Doctors and Oriental Medical Doctors in Korea)

  • The Korea health care system has been divided into Western and Oriental (Korea traditional) medicine since 1951. In accordance with dualistic medical system, there are many conflict cases between medical doctors and oriental medical doctors. Meanwhile, there were much discussions about the meaning and criteria of medical malpractice(negligence). Especially, many cases have been built up about the criteria of medical malpractice through lawsuits. But, comparatively, there's few the medical malpractice case of the oriental medical doctors. According to a recent ruling of the Supreme Court, the legal principles of medical doctor's malpractice case are equally applied to the criteria of the oriental medical doctor's malpractice case. But there are much considerations in addition to these principles for the dualistic medical system and academic distinctiveness. This study is intended to review the dualistic medical system, the criterion of medical malpractice, and analysis this issues. To make long story short, under our dualistic medical system, judging the medical and oriental malpractice should be considered relatively. However, it makes sense that we want medical doctor or oriental medical doctor to demand the reinforced negligence to restrict the unnecessary discretion. If there is lack of evidence-based medicine or the rationality suspected, the health care providers must give enough proof.

양한방 진찰행위의 상대가치 비교분석 (A Comparative Analysis of RBRVS for a Doctor's Consultation in Western and Oriental Medicine)

  • This paper analysed the RBRVS for a doctor's consultation by measuring the time consumed in outpatient consultation, and compared the time among medical doctors, dentist, and oriental medical doctors. The time used in consultation could be a proxy for measuring RBRVS for medical services because it is the only common factor we observe in three different clinical settings. The results show that the optimal RBRVS for consultation is 183.22 for medical doctor, 99.12 for dentist, and 236.17 for oriental medical doctor. This implies the current fee schedule for consultation should be revised as 10,740 Won for a visit to medical doctor, 5,808 Won for dentist, and 13,832 Won for oriental medical doctor.

충청남도 서부권 의과대학 설립에 대한 타당성 연구 (Feasibility Study for College of Medicine Establishment in Western Region of Chungcheongnam-do)

  • This study investigated the feasibility of establishing a college of medicine in the western region of Chungnam to fill the gap in the medical doctor in charge of essential medical care in the region. Currently, the level of medical services in Chungnam is low compared to provinces across the country and in particular, 7 cities and towns, which account for 760,000 people, one-third of Chungnam's population, are located in the western regions of Chungnam. Because of this, in the event of an emergency patients, it is necessary to travel to Cheonan, Daejeon, Seoul, etc. where the regional emergency medical center is located for more than 1 hour and 30 minutes. In the case of critically ill and emergency patients transfer, it is a situation that misses the golden time and causes valuable loss of life. In order to improve the medical environment in the western region of Chungnam and improve the lives of residents in vulnerable areas of medical services, it is believed that establishing a college of medicine in the western region of Chungnam is essential.

A Survey on the Status of Employees of Traditional Korean Medicine Hospitals

  • Objectives: To undertake manpower-related improvements based on a comparison between specialists in the traditional Korean medicine hospitals(TKMH) and their counterparts in Western medicine Methods: A survey of the TKMH based on questionnaire sheets dispatched to them by mail(57 of 142 responded) in the June December, 2008 period, and on almanac statistics provided by the Ministry for Health, Welfare and Family Affairs of Korean Government. Results: Overall, the workforce engaged in the traditional Korean medicine hospitals comprises traditional Korean medical doctors(28%), nurses(23%), administrative staffs(19%), assistant nurses(9%), medical record keepers(2%), nutritionists(2%), herbal pharmacists(1%), and others(16%). Each hospital has 16.5 traditional Korean medical doctors on average, which can be broken down into 6.2 specialists, 1.3 generalists, and 9.3 residents/interns. Only 10.7% of whole of traditional Korean medical doctors work in the hospitals, compared to 54.5% of Western medicine doctors. The ratio of traditional Korean medical doctors to the entirety of employees in the TKMH is 2.5 times higher than their Western medicine counterparts, while the ratio of medical technicians to the entire employees in the TKMH is 20 times lower than in the Western medicine counterparts. Conclusions: To provide more qualified medical service in the TKMH, they will be required to increase the proportion of non medical doctor employees, like Western medicine counterparts.

의사.한의사 복수면허자의 특성 및 근무현황에 대한 조사 연구 (Characteristics and Working Status of Dual Medical License Holders having the Medical Doctor and the Korean Medicine Doctor license in Korea)

  • Objectives : This study was performed to investigate the status of dual medical license holders who have both the medical doctor (MD) and the Korean medicine doctor (KMD) license in Korea, and provide basic data for developing the cooperational strategy between conventional western medicine and traditional Korean medicine. Methods : The questionnaires on the general characteristics and working status were developed and administered for both dual license holders and medical students with MD or KMD license. The data of 187 persons were collected and analyzed. Results : Mean age of dual medical license holders is $42.28{\pm}6.54$ and most of them are male(86.0%). 75.2% of them obtained MD license first. However among the students who had MD or KMD license, 73.7% had KMD license. The mean time for obtaining the additional license was $10.11{\pm}4.905$ year. Forty nine dual license holders are opening both medical clinic and Korean medicine clinic. Conclusions : To promote the role of dual license holders for collaborating traditional Korean medicine and western medicine, developing an integrative medical curriculum should be enhanced, and the studies investigating the practice characteristics, and self-consciousness of dual license holders are required.

한의사와 의사의 업무 범위와 관련된 법령 고찰 (Study on Laws related to the Scope of Both Medical Doctors' Practice in Korea)

  • Objective : This study aims to compare the scope of practice of Korean Medicine doctors and western medicine doctors based on laws related to medical practice Method : We searched for laws related to medical practice using terminologies such as "Korean Medical practice", "Korean Medicine", "Principles of Korean Medicine", "western medicine", "Korean Medicine doctor", "western medicine doctor" at the national law information center(http://law.go.kr/main.html). Results : We categorized the laws we found into four categories: diagnosis, treatment, prescription, and all the other areas including public health. In diagnosis, both Korean Medicine doctors and western medicine doctors have a right to issue medical certificates including birth and death. However, diagnosis of a few specific diseases is allowed only to western medicine doctors. In treatment, laws related to emergency medicine and nursing at home were searched. Korean Medicine doctors and western medicine doctors are emergency care providers; however, most of emergency medicine can be done by western medicine doctors. In prescription, the scope of practice is divided by herbal medicine and western medicine. Finally, as public health professionals, both of them need to do lots of public health works. However, in some area such as vaccination, maternal and child health care, and industrial health, only western medicine doctors can practice. Conclusion : This study suggests that, in diagnosis, treatment, prescription, and all the other areas including public health, the scope of practice of Korean Medicine doctors and western medicine doctors has huge difference. There is also lack of consistency in current law, and some laws do not reflect current health care system and health care services.

한의사의 의료기기 사용과 주의의무에 있어서 한방의료행위의 새로운 이해 (The New Understanding of Korean Medicine Practice in Korean Medicine Doctor's Medical Devices Using and Duty of Care)

  • Objectives : Korean medicine practice is not specifically described in medical law, and then has always been a quarrel. So far The criteria for judgment in Korean Medicine Doctor's Medical Devices Using should clinically prove it only by Korean medicine theory and academic Traditionally descending from old ancestors. Comprehensively review of Korean Medicine Doctor's Medical Devices Using and Duty of Care, and then present a new understandings to determine future Korean Medicine Practice. Method : An existing court cases of Korean Medicine Doctor's Medical Devices Using and Duty of Care were reviewed. After reviewing various papers published for several years, various opinions were reviewed and suggested. Results : The range of Korean Medicine Doctor's Medical Devices Using has changed since the 1951 National Medical Law stipulated Korean medicine as medical professionals. The issue of the recent ruling that distinguishes medical practice from Korean medicine practice were condensed into what emphasis to interpret amongst 1) The basic principles of learning, 2) Curriculum and professionalism, 3) Risks. The Constitutional Court's ruling was important in order of 'Risk', 'curriculum and expertise', and 'basic principles of learning.' A duty of Care means an obligation to pay attention to something. A duty of Care does not mean a "highest level," but requires a "best care" and does "best under given conditions." Even in the duty of Care, Because Korean medicine has a purpose to protect and promote the health of the people, Some standards of western medicine have to be adapted to the current general medical technology. Korean Medicine doctors can recognize the duty of care in the "some basic range" of knowledge belonging to western medicine. Conclusions : The interpretation of Korean Medicine practice are currently in compatible the argument that should clearly divide Korean medicine from Western medicine, and that should be changed in light of the changing medical environment. Therefore If Korean medicine's standard is applied to the extent to which Korean Medicine doctors are educated, it is necessary to define a new definition to actively interpret Korean Medical practice. The academic basis of Korean medicine and the level of Korean medicine practice based on the books that are traditionally available, and then current textbooks of Korean Medicine College, Korean Medicine Clinical Care Guidelines, and classification of Korean standard medical practices should be standardized. Increasingly, Korean Medicine practice should be interpreted according to reality, focusing on protecting and promoting the health of the people rather than academic differences.

중국의 중서의회통파에 대한 연구동향과 한국 한의계가 얻을 수 있는 교훈 (Research Trends on the 'Convergence of Chinese and Western Medicine' in China, and Lessons Learned)

  • This study investigates research trends on the Convergence of Chinese and Western Medicine (中西醫匯通, CCWM), by first defining the concepts and the scope of this emerging field, identifying different types of convergence, and suggesting methods to evaluate the process. The author investigates the relationship of CCWM to the Self-Strengthening Movement and the doctrine of Zhongtixiyong (中體西用). Lessons that Korean Medicine (KM) can learn from this approachto help establish relationship between Korean and Western Medicine, are investigated. Proponents of CCWM suggest different types of convergence such as Zhongzhongcanxi (衷中參西), Zhongxizhezhong (中西折衷), and ZhongyiKexuehua (中醫科學化), to accommodate the change in the power dynamics between Chinese and Western medicines. The rigid dual medical system in Korea significantly hinders the potential for convergence. The current system is based on the relativistic model in which the scope of practice for the KM doctor and the Western Medicine doctor are mutually exclusive. Philosophically, the convergence of East-West medicine can be supported by pluralism and monism, while relativism sees it as impossible. A conservative pluralistic model might consider Bogu (補救) of Eastern Medicine, while a more progressive pluralistic model might build a New Medicine which combines the knowledge and techniques of Eastern and Western medicines. An example of monistic model is CAM (Complementary and Alternative Medicine), which aims to scientifically verify the efficacy and safety of the Eastern therapeutic practices and integrate them into Western medicine. This article proposes that as communication and fusion between medical disciplines are essential virtues of contemporary scholarly development, a change that enables the convergence of East-West medicine is needed.
